1) check your password and logon for the mail account
2) try disabling any firewall and see if you can then connect

You could take a look at this article by Microsoft: http://support.microsoft.com/kb/813514
"How to troubleshoot error messages that you receive when try to send and receive e-mail in Outlook and in Outlook Express". If it all looks too complicated then place a Support Request to call out a PCIQ Professional.

RE: Outlook refuse to send emails. Also, Webpages disappear.

The only thing I can think of is that Outlook is using Word as its email editor and somehow it is corrupt.

Try doing a search for a file called normal.dot and delete it. Can you then send email?

looks like I may have been right thinking the firewall was involved. Several reports on the web point the finger at Norton, who even have a page devoted to fixing the problem at http://service1.symantec.com/SUPPORT/nav.nsf/docid/2001060516275506

RE: Outlook refuse to send emails. Also, Webpages disappear.

I have also seen a similar problem with Norton. When sending Emails, the AV scanner was so slow that the SMTP connection was timing out. You can adjust the SMTP timeout, or get rid of Norton and put a faster AV package on.
