how to fix the problem with my laptop

my pc have problem with cd-rom it does n't appear on my computer.when i look on task manager it show me like there is no driver (Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)

i need help to fix my problem in my pc.it does not show his cd-rom drive if i check in device manager it show like there is no driver(exclamation mark in a yellow triangle)if i check in propriets it show this message:Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19).i have tried the
solution but it steal does not work.

In Device Manager, uninstall the CD drive. Shut down the PC and then restart it ( total power off shutdown, not just restart).

Windows should redetect the drive and set it up correctly.
