rather sounds like a failed motherboard though that would be impossible to confirm without physically checking the machine
This can't be very old - is it still under warranty? If so speak to Elonex
If its not under warranty its difficult to advise - I for one don't know how easy it will be to get into one of these small machines. If the motherboard has blown I suspect spares may be an issue as well. Machines like this are perceived very much as disposable / non-repairable
Your best answer may well be to speak to Elonex

That post looks worryingly like a plug for yourself
And you do realise this is not a "laptop" but a small ultracheap device with a 7" screen. The cost new would only have been around £130. I really don't think a repair is necessarily the correct way to go
