windows does not come up it requests windows boot manager, netbook does not have disc drive and it says to insert windows installation disc which i dont have.

It sounds as if your hard disk is failing/has failed. Is the machine still under warranty? If so, contact the supplier.

If not, you probably need an expert to have a look at it, someone who has the necessary disks and a portable DVD drive to reload the software. What Operating System? XP/Vista W7?

Alan's probably correct, but just check whether you have a CD/DVD disk, USB drive attached, or a memory card in the machine. If the boot sequence in the BIOS is wrong the machine may try to start of that rather than the hard drive - and fail
