Impossible to be sure without seeing the machine, but at a guess its got some kind of malware on it.

The other likely cause is a faulty graphics card locking up when faced with online flash animations or similar.

Back up your data, recover the machine to factory settings. run all the updates and make sure you have working security software on it.
If then you still have the same problem then yo have a hardware fault

Jon S. used to work for Time Computers and I think he experienced a flashback. The factory reset he recommends will work for software problems and so will either cure your problem or tell you you have a hardware problem. But its very time consuming. So you might first want to run a scan with your security software, try uninstalling Flash Player temporarily, if you use Internet Explorer experiment with the setting "Accelerated Graphics - use software rendering instead of GPU rendering" that is top of the list of Advanced settings.

I just think this one is most likely to be a viral problem, not hardware - and what I suggested is the quickest way to prove it
We COULD attempt to ID and remove the malware, but in reality that would take ages and could never be certain that it had worked

Is the PC really connected via an Ethernet cable or is this actually a phone cable? If the latter, then that would imply a USB modem and so the PC would likely have a public IP address. Without a proper firewall, that would leave it exposed to all the script kiddies out there hammering it, something that would get worse the longer it was connected. About 10 mins is par for the course until the machine becomes erratic or freezes.
